If there is a lock icon on the digital games icon it means you don't have the "rights" to use that game.
Typical reason for this happening is a person WAS a ps+ subscriber and those games were part of that subscription "monthly free games". If the subscription is cancelled or allowed to lapse the "permissions" to use those games will be cancelled, resulting in a lock icon.
Another possibility is that the original account used to purchase the temporary rights to use those games is no longer associated with THAT particular console (person has removed said console from their account as the "primary console") then the games will become "locked".
"Lock" symbol on a disk should never occur.

What is meant with “locked”? Does this happen for disc games as well as for downloaded games?
