Are the pads on this iPad a 1709 charging port torn?

Sorry to be the bearer of bad news, but yeah, those pads are all torn off. If you look at what they're attached to, there's a lot of duplication of pins, but we don't know what they're connected to on the other end of the flex cable, so you have to assume they're all needed.

You have a couple of options as far as reconnecting those pins. Scrape the solder mask off the traces leading to the missing pins first, no matter which way you decide to go.

For the first method, solder lengths of bare wire into the space where the missing traces are. You can even loop the wire to give even more surface area to hold solder, then fill the patched traces with solder. Once that's done for all traces, you should be able to solder the connector back on normally.

The other choice would be to go ahead and solder down the connector with the existing pins, then go around and run a jumper wire between the connector's pins and the traces they're supposed to go to.

Either way should work to reconnect the signals to the pins on the connector where they're supposed to go. There shouldn't be too much concern about the mechanical connection between the connector and the board, as I assume there won't be any stress on it, not like if it was a USB connector or something. If you're concerned, you can always dab some epoxy on each end to secure it once you're done soldering.
