Hi!
The PS4 does not use liquid metal, but use thermal paste instead.
First, open it up and remove all the dust inside, also in the fan, PSU and heatsink.
After this, replace the thermal paste for new one.

I think possibly the fan is clogged up or need new Liquid Metal or possibly both in my experience.
