When I plug my PC into a power supply, it indicates that it's charging, but the battery power continues to drain.

Power supply cannot keep up with the power drain.
You'll need to use the correct power supply via USB C that can supply the maximum 65W. If the device is under heavy load, it will overdraw and consume power from both the battery and AC supply. - This depends entirely on your specific devices configuration.
You could try adjusting your power saving settings (or turning them on)
