Settings, Quick Settings, Service, and Notifications not working

It seems my phone updated during the night and when i put in my pin this morning, i could no longer access quick settings. And the only way for me to get to settings is by making a widget to access it, i can't just open the app.

I also do not have service and my phone isn't showing any notifications, it only vibrates.

My system is up to date with android version 17.

Try shut down and restart.

I have both tried a normal restart and a hard restart as well as starting it in safe mode. None of it worked.

Did you communicate your dilemma to Google cellular services?
