Raspberry Pi 4 Model B has 5 V power but no 3.3 V rail and will not boot. Solid red LED, no green ACT LED. I measure about 5 V on the 5 V GPIO pin but 0 V on the 3.3 V GPIO pin. Is the 3.3 V regulator/power-management circuit repairable, and which components should I test? Also is there any were I can get to get it fixed and how hard of a repair.

Here's a link to the schematics which should help.
Looks like the 3.3V comes from U2 (pin 27 > L1 inductor > R38 (or jumper) > test point 11
