Try using an iOpener ([[Topic:iOpener]]) to open the iPad using this guide ([guide|11970]), then remounting the small antenna using this guide ([guide|5385]). What I suspect is happening is that the iPad is having to rely on the chip itself for a signal, rather than having the chip and antenna work together.
