Why won't my computer boot up and let me sign on

Texte:

When I turn my computer on the Dell screen with the 2 boot options comes on for just a few seconds then goes to a blue black screen with a blinking line at top left hand corner. If I get it to F2 or F12 it still will not boot up and goes right back to sae screen. It sounds like it wants to do something but does nothing
