Try to slide off the shiny top part of ps4. Then find if there is anything stuck there like a disk (usually it's a lot of dust or trash) clean it up and try again. If won't help, disconnect every wire from ps4 like it was in the box, let it lay down for sometime and then connect it again(helped me)
