lumia 640 apparently dead

my lumia 640 dual sim (rm1077) apparently dead, it doesnt power on, if i plug the chargers nothing happens, the only sign is if i plug the chargers but without the battery insert, the red led of charging blink slightly and nothing else.

energy comes to the pins of the battery and the battery voltage is around 3.2 volts

if i press vol down and power button nothing appens
