Why are the top dials of my canon av-1 not moving/turning?

The top dials of the camera will not move or turn at all. Old film camera bought on eBay, battery is not full but I don’t think this should affect the turn dials? Is there a fix I can do myself, or would I have to pay to get this fixed (or should I just return the camera)?
