unfortunately, this is a security protocol to prevent theft. its not to imply that you are one of the degenerates that ruined second hand repair for everyone, but the theft of smartphones is RAMPANT, and because of those idiots, us legitimate businessmen have had our lives worsened. Unfortunately, the only way to remove it is to prove to a warranty center that you are the original purchaser of the device, OR to contact the person you purchased it from and get them to put in the account.

A tip for future phone purchases, is to always run a factory reset on the phone through the settings, and verify it is off of the phone. Unfortunately the customer service for google does not extent outside of the original purchaser, and they will not be able to help either.
