'''++@zshutes++'''  there really is no good way to test the battery unless you have a load tester. I would go ahead and replace the battery and then re-evaluate. At least it will provide you with a known-well place to start further troubleshooting.

Most devices will power on when on a good charger however,some do not or behave odd. Again, I’d go with the battery first.
