Hi,
Even though it shows that the battery may be fully charged, it may be failing to hold its charge and what is left may be insufficient to start the laptop.
If you have Win10 installed, allow the battery to fully charge and then create a [https://www.windowscentral.com/generate-battery-report-windows-10|battery report] to check the status of the battery.
Compare the ''Design Capacity value'' versus the ''Full Charge Capacity value''. For a good battery they will nearly be the same.
If the battery is faulty here’s the [http://h10032.www1.hp.com/ctg/Manual/c06525445.pdf|maintenance and service guide], taken from this [https://support.hp.com/us-en/product/hp-pavilion-15-cc100-laptop-pc/16842299/model/17626043/manuals|support webpage] for the laptop.
Go to p.39 to view the necessary pre-requisite steps and then the procedure to remove/replace the battery. At the top of the page is the HP part number for the battery. Search online using the ''part number only'' to find suppliers that suit you best.
