Network keeps dropping but phone is supposedly unlocked

Hi, I bought an AT&T unlocked V60 and have been using it here in the Philippines for 42 days without any problems but today it refuses to connect properly to my carrier network (SMART Cellular). I've made a Reddit post with recordings about it. I would really greatly appreciate any help resolving this issue.
Things I've tried:
* factory reset twice
* switched to 3 different sim cards
* tried to add new apn (but it isn't saving) Note: I booted into safe mode and added an apn and i got the phone to recognize the carrier, got my brother to successfully call the phone for about 2 mins until i restarted back into normal mode and had the problem again.

Note: 2g/3g/4g/4g+ was working fine before today. there seems to be nothing going on with the carrier since my brother isnt having any issues with his phone (ROG 2- same carrier)
