The message means the computer can't find the hard drive, so Dell suggests opening it up and checking for a loose cable. Probably it's just a fried drive, if your cousin does not have a backup, I suggest he runs [http://www.prosofteng.com/products/data_rescue_pc.php|data rescue] to recover lost files. No idea where to get replacement drive though, you should probably contact dell, and also see what type of drive it is.
