Mon problème
The device was stuck at google logo start screen and kept restarting until the battery was totally dead.
Ma solution
Since I can just hold the volume down button to go to debug menu, I suspect that the power button is stuck, I cracked it open and checked to see that the button seemed to be fine, so I bought exchange power volume module for replacement. Crack the back open, carefully remove the original one (some back glue) and put it the new one. Problem fixed!
Mon conseil
The Nexus 7 2013`s back plate is super easy to crack open, just use your fingernail and not anything too sharp to damage the plastic. Bed careful when removing the pin connector for the power volume module, use a tweezer and be gentle, don`t force anything.
