I have no clue for Macs but I did a fresh install of Windows on my laptop’s SSD and because of the drive or whatever I couldn’t boot it directly from UEFI, and had to boot with windows boot manager. I believe it had something to do with the partition format of the drive so if the legacy boot doesn’t work, try changing the drive boot partition type (I remember doing this in Windows and then being able to boot directly, but it was a long time ago and I don’t remember the name of the process I did sorry)
