iPhone is not recognized by Windows?

The iPhone I am working on has had the dock replaced and the battery. The battery was replaced because it would not hold a charge, then when I connected to my computer I would receive the follow error message "one of the USB devices attached to this computer has malfunctioned and Windows does not recognize it”. I then replaced the dock and I am still receiving the same message. The 3 other iPhones I have connect to the computer with no problems, so I know it is not the computer. I am leaning toward the system board being bad, but I am not sure if this is true or not. Any help would be appreciated.
