Even though there isn't a little flash drive buried in your mini that you could take off to grab those precious pictures, a motherboard itself is just a bunch of little Legos that all do a job. There is no theoretical reason that the logic board can't be repaired--it's just not a DIY thing, and sometimes the time to troubleshoot makes the repair not feasible even when it may be possible.
From my experience, I have two comments
1.) Apple Genae have a limited script for troubleshooting problems--they consider "motherboard problem" a big black box that they don't touch. You've come to the right place to get much more thoughtful advice.
2.) I would bet this iPad could be saved. In the absence of water or a drop, these devices just don't suddenly fail. Have you tried a hard reset--hold down the top power and bottom home button simultaneously fit 10seconds. If no, then I bet your battery is either not charging or not talking to the vbatt line--a technician could open your device and see what happens if the device is hooked directly to a DC power supply.

Trista Garcia this is a spammy post for an unrelated issue.
When the iPad dies (or any iPhone/iPod/iDevice), you cannot access the data using the means depicted in this link. The iPad has to be disassembled down to board level, and the vital functions repaired/restored to have the iPad boot/restart. Only then you can extract the data. This process is critical and not to be performed by amateurs. If an amateur ruins a phone, it can be replaced with some money. If the amateur cause irreparable damage and the data is lost, nothing can replace the memories.
We do this for a living, which is why I can cast an enlightened/critical (and negative) judgment albeit personal regarding this spammy link.

if your motherboard is replaced will you still have your photos

Kelly Ann the photos are either
1/ Stored in iCloud and you can get them back on any Apple device;
2/ Or they are stored on a "memory chip" inside the board of the iPad. In this case the replacement motherboard will not have your pictures. If you need to regain your photos, you must have the iPad repaired or have someone perform data recovery on it to extract the photos. This usually means repairing it enough so that it will turn on and then proceed to copy the photos over to a computer.

well there another HUGE reason I wish I NEVER bought this hunk of junk.... thanks for the info Ifixit and disapointment apple! 512 SD card - not removable - SIM CARD with no use [it never worked outside wifi and I paid for LTE] - its easily breakable - have a repitive strain injury from holding it as its gigantic and the ONE NOTE I wanted is now gone. LOVE YA MACINTOSH! Grrrr.....

The !$$&*!. If they're going to rip off people by selling overpriced iPads then we should at least be given a function which allows us to retrieve our information after the &&^&^$^ piece of junk decides to "die" on us out of the blue, with no way of accessing our personal info. My iPad died a few years ago, but I'm hanging on to it in case someone comes up with a solution to this problem.
