Touch Screen will not work and will not recognize to a computer

i got a iphone 4 second hand, it powers up charges the home button works as does the power button. the screen turns on and the backlight is perfect but nothing works when you try and unlock it or use the touch screen at all,I have tried hard reboot to go back to factory settings to see if its a software issue but the phone will not recognise to any computer or itunes. i have itunes updated on my comp

If the phone needs a passcode to enter iTunes. It will say to enter passcode to use iTunes.. Does it say that?

no just the regular lock screen and i cant even use the touch screen to slide it to see if there is a password
