Solution #1

Completely power off the NOOK then press the "n" (home button) during power on. This should get it unstuck. If it doesn't work, drain the battery and once completely drained, charge your device and power on. The battery should drain quicker than usual due to the 99% screen being active.

Solution #2

Hard Reset. The following procedure details how to perform a NOOK HD/NOOK HD+ factory reset. A factory reset will de-register your device, removing all digital books and files, including side-loaded content. The titles you have purchased will remain in your account.

NOTE: It is recommended that all side-loaded content you wish to save is backed up to an SD card or computer before proceeding.

To Hard Reset NOOK HD:

1. Confirm the device is powered off.

2. Hold the Power and Home key simultaneously.

3. Release the Power and Home key once the NOOK logo appears.

A Factory Reset prompt will appear.

4. To continue, press the Home key.

5. To exit, press the Power key.

How old is your nook tablet. If it's more then two years and you never turn if off could be the battery is losing its ability to hold a capacity at 100%.

I'm a teacher and we have several Nooks our second grade teachers share. We've had the same problem; nooks getting stuck on 99% while loading. I discovered a solution that sounds crazy. I drive around with the Nook and when stopped in traffic, I power it off and then on. It takes six to seven tries, but eventually the nook "unfreezes". I don't know why this works, but it has worked five times now for me. I have a theory that leaving your WiFi zone and entering another might have something to do with it as the Nook tries to connect to a different WiFi signal. We haven't lost any apps during this process.

No, this seems to make sense. My nook hops right back into good behavior when I drive to b&n and connect it there. It does this right after I fix it from being stuck on 99% and it won't connect to my home internet.

If turning off any Wifi source that the Nook was connected to at any time before, as suggested by gailmorris953 above as a potential issue resolution, doesn’t work for you, a factory reset followed by re-registering the Nook and connecting it to your gmail account to get the list of additional apps previously loaded from the Google Play Store may be the next best fix.

I tried the following unsuccessfully on my Nook HD:

1.) Simple reset (off/on)

2.) Reset to Factory Setting Selection: Press Power & Home (n) Buttons simultaneously

To ensure "simultaneous enough" press and release, you'll need to push the Home Button first, then the Power Button simultaneously, keep both pressed until the black Nook startup screen appears, then release  the Home Button before releasing the Power Button, to get to select the choice of actually performing the factory reset or not.

I selected to NOT do the factory reset at that point.

Instead, I switched off any Wifi source that the Nook was connected to at any time before, as implied by gailmorris953 above.

Still didn't work (tried twice).

3.) I then accidentally performed a factory reset by not pushing and releasing the Power & Home (n) Buttons "simultaneously enough".

After the factory reset, my Nook HD got stuck at the "connecting" step (despite indicating being "connected" to the correct Wifi in the list of networks), with error "We’re having trouble with your connection. Please try again or check Wi-Fi Settings and make sure you are connected to a working access point. For help, visit http://nook.com/support".

Then finally, wheedle2 pointed to the solution in posting “Wifi not connecting to Nook HD after factory reset”.

Follow the "Manual Download Instructions" in B&N Help Center's "NOOK Device Software Updates for TLS 1.2 Compliance",  and your Nook should get a new lease of life!
