Disconnect the battery and remove the Mag-safe. Press and hold the power button for 10 seconds. Hook the battery back up then the mag-safe and you should get a spontaneous reboot if the problem is with the keyboard.

My Macbook Air does not spontaneously reboot. However, my keyboard most of time does not work. I have to go to accessibility options, then it will start working again temporarily until I close the lid on my laptop. Thanks again for your help.

I think you're asking if you can power on your macbook without the keyboard. Presumably, your keyboard is dead or dying.
As far as I know this is not possible.
However, you *could* try to short-circuit, or add an electrical switch to your power button, but I don't know how well that would work nor what you would solder the switch wires to.
I would recommend just replacing the keyboard, as in this repair guide:
