Can a person unlock the iPad mini by simply changing the sim

My question is: is it possible to unlock the iPad mini even when it has been on ATT system or any of the other carriers by simply removing the sim? I plan on using the iPad mini cellular version in South America on another carrier.

All iPads that have the cellular capability are already factory unlocked and will work with any GSM SIM card.
