RAZR2 V9x: Outer screen lets in dust

My front outer screen is loose enough that it allows dust to get in the phone.

It is visible under the outer screen, not the inner one.

I have taken the clear glass (plastic ?) off and cleaned it. that worls for a bit but it looks as if the adhesive that is to hold it on is faulty. what do they use to attach and seal the outer screen?
