Gary Tibbs, check in your system setup to see that both the "Brightness" and "Brightness (AC)" levels are at their highest.
1 Turn on (or restart) your computer.
2 When the DELL logo appears, press <F2> immediately.

You might also want to check your power setting as the power settings have a power saving mode to save battery life it dims the screen to conserve power

maybe ur using an automatic brightness setting did u check that
