Why is it showing the charging symbol then blinking off in cycle?

Why does my Samsung Galaxy Tab 4 keeps blinking and turning off? I put it to charge very often, I like it charge over night but it still givesbthe same problem. It shows the charging symbol which is in the highest 90 percents. It shows the charging symbol then blinks and then turns off,over and over again.If I try turning it on it won't come up it just shows the titles of it (which is normal) then it blinks and turn off. What do I do?!
