Why my USB ports can charge my phone while on sleep mode
The USB ports don't charge my phone when my computer is on sleep mode .. Any help ?

On some machines there is a setting in the system bios to allow power to remain on to the USB ports while the machine is in a powered down state.
If such a setting exists on your laptop then it could be all you need to change.

A quick search online has lead me to Toshiba's sleep and charge feature which might be what you need:

Your computer is in sleep mode which turns the computer in low power mode. Many of the basic functions are in the off state, like the HDD and the 5VDC to the USB ports. If you need to charge a phone with the computer sleeping then use a power outlet to USB. The best ones are the Apple ones because they are multipower 110V and 220V and they have enough amps for many devices requirements.

Well ... Thanks ... Apparently the location I am right now, there's no constant power and I need to charge my phone with my laptop when the power is gone ... So I need help !!!
Change your computer power settings to not goto sleep or to sleep after like eight hours or more.. And keep the computer plugged into main power.

There might be a way...
Go to control panel>power>costom power plan, then find the option for USB power. I cannot guarantee this will work, but it's worth a try.
