If the batteries have been replaced the UPS may need to charge them before it will respond correctly. Leave the UPS plugged in but off for 8 hours, then try again; before blaming a circuit board.

kvpselvam all LED's flashing at the same time indicates an internal fault. Time to take it apart and check the circuit boards and capacitors.
