Removing Offensive web page that auto pops up

When I click on the internet icon on my Samsung phone, a dirty, offensive web page pops up. I have tried to Clear Cookies in Safe Mode, I have tried to clear cache using the "black screen" mode. None of this works.If I do a Factory Reset, will that clear the page? PLEASE HELP.
