Ronald, Fuel filter on 2003 Dodge Caravan is accessible from under van, filter located top right of gas tank by strap, held in place by bracket with one bolt and I believe 3 quick disconnect lines. May be helpful to use a flashlight. Work safely and try to relieve fuel pressure before removing lines. Hope this helped, good luck. the attached video will show you the proper location of filter for your van.

Kelly, 2003 fuel filter location same as V6's, take a look it is there.
