Susan,
No, you do not have to loosen the bolts on the back drum.
You have to take the tension off the brake shoes by turning a toothy wheel behind and inside of the drum. There should be a slot, perhaps behind a rubber grommet which you turn with a screwdriver. This takes tension off the brake shoes which are pushing outward on the brake drum. Once sufficient tension is removed, the drum should slide off.
Sometimes it takes a small amount of "persuading" best done with a few strikes of a rubber mallet, but it should come off with not too much effort after that.
Good luck, let us know.
Frank

IF the drum is rusted onto the hub, two 8mm bolts may be threaded into the bolt holes in the drum to push the drum loose.
