Why doesn’t the webcam turn on?
Hi,
Is there a way for me to activate the driver or there is a button for me to turn on the webcam?

The web cam cannot be turned on without a program to run it , skype for example or messanger , there may be a photo program in the laptop which will help you access the web cam but you'll have to find it . Heres a windows search with multiple web cam programs to select from

The webcam driver and hardware might be not compatible to your current version of Windows Operating System, due to automation upgrades of the laptop’s operating system. You will need to contact Toshiba or find the appropriate webcam driver from the link provided, http://support.toshiba.com/support/navSh...
