Non responsive touch screen and have no computer access I only have android

Non responsive touch screen on my iPhone 4 no computer access only have an android phone any apps or any ways to remotely wipe iOS via my android device

Unfortunately not. You would have to have a working screen to factory reset in settings or a computer to factory reset via iTunes.
