MacPro chimes on startup, does not boot and then powers down

Options

It is a 2009 tower with a lot of upgrades. After the chime the displays never turn on. After a few minutes the system powers down. Have tried:

A different video card

zap P-ram

Safeboot

SMU reset

still no go.

Could it be memory?

Does the mac display anything? Apple logo?
