MacBook takes hours to start charging - battery or IO board issue?

I've got a unique issue. My beloved laptop has started to not charge. I plug in the adaptor - it shows no light, and remains dead. However, if I leave it for a few hours, it'll start charging.

It's not a problem with the charger (I've tried 2, and they both work with a different laptop right away), and I've done an SMC reset.

I figure the issue could be either with the battery, or the left IO board. The battery condition is 'replace soon' - but other than that, is there any way to tell what is at fault? Doing a replacement is easy I just want to ensure I'm replacing the right part.

You will need testing parts to use process of elimination and find out what is needed. Could be the battery (probably not cause for dim green light though), I/O board (liquid damage or worn charging port, try cleaning port) or I/O cable has liquid damaged pins. Check out the I/O cable and board, order the battery first (since that definitely has a fault), if there is still no charging light, order the I/O board (if the pins on the I/O cable look good).

Really? You're getting a "battery condition is 'replace soon'" message, having charging issues and want to know what to do?

Maybe I'm getting to old and irascible to do this much longer. Maybe @sherlock_holmes can help with this one.
