My phone won't turn on
when i turn on my samsung galaxy s4 i9500 phone the screen just black only the LED were blink red. HELP PLS

Maybe the LCD is Broken
If you see the softkeys light and the LED blinking the mainboard hardware is working and starting.

the LED is blinking red colour
LCD damaged. Should be self-explanatory as Samsung phones go no display after drop but still on most of the time.

1st try flash with new rom if it doesn't work my best guess is the lcd defect or just need replacement

meaning of flash with new rom and lcd defect?
flash = re install the OS operating system
lcd defect = lcd module is broken or damaged
if you are not experience with flashing or part replacement you better let an experience one to do it for you
