No liquid spilling on keyboard, and the laptop has not been dropped. However, I should mention that Windows 10 crashed (possibly because the harddisk was full during a software update) about a year ago, and the laptop has been without power for almost a year. Soon after the crash I was able to boot a Linux OS from DVD, and did not notice a keyboard problem. It was after a year without power that I discovered the keyboard problem during reinstall of Windows 10. The keyboard problem now also exists when booting the same Linux OS which worked a year ago. So I thought some BIOS/firmware data might have become corrupt during power down, and updated the BIOS. It should also be mentioned that the harddisk has been taken out a couple of times, so, a possibility could be that some mechanical stress has loosened keyboard wire connectors, although I cannot see how that is likely to happen, considering the location of those wires.

Must be a regional setting. Check if the wrong keyboard layout is selected. Most common is US international, check the keyboard layout of your laptop if That's your layout. Some countries use a different layout, but it requires a corresponding keyboard.

I would say that Eelco has the most likely solution. However, it's also possible that you have a bad keyboard. Has anything ever been spilled onto the keyboard, such as coffee or cola? Has the laptop ever been dropped? Have you ever disconnected the keyboard's cable from the motherboard, then reconnected it? Something may have gotten damaged in the process -- perhaps one of the tiny clips which holds the keyboard cable in its socket.
