device wont power on but think hard drive is recoverable
Surface wont power on, i suspect the hard drive is fine can it be recovered?

Absolutely! If you wish to reuse the data on the Hard Drive you can when you get a new computer. Just note that if you try to boot from that hard drive on another computer that you will need to put in the product key for windows that you have on your broken computer.
