Why is the mouse pointer or touch screen unresponsive or slow?

I have noticed the mouse pointer or touch screen will frequently not respond upon startup. I have to restart the machine in order for it to respond again. The Chromebook is up to date with the most current version of Chrome OS. Could this be caused by some hardware malfunction? If so is there something that is recommended to resolve the issue?
