Why is cable too short?

I recently replaced the clutch lever assembly on my mower. I had to wait 3 weeks for part. Now the clutch cable is too short. I have pulled it as far back as it will go and it's still too short. I checked it with the old clutch assembly and it's too short for that one as well. Why is this happening?
