I have Outlaw 7500 that will not come out of stand by mode

Power button lights red when plugged in and normally changes to blue after pressing the button, a second after pressing button you can hear relays clicking and then a second later it would change to blue and be on. Now it does not change to blue after hearing the relays click, I checked the relays with DVOM and they are working power leaving them.
