Burning electrical smell and will not power On

I have a Used Eureka AirExcel Compact 990A Household vacuum that had a electrical burning smell that was tolerable bec. we only used the vacuum for 10-15 min at a time. I initially cleaned both Hepa and dust filters … it worked fine until

I used it to vacuum filter from my upright wind tunnel bagless vacuum that had a small (handful size) amount of kinda fine type of dust/dirt on it.

I wanted to see how well the suction was on the upright vacuum

Now my Eureka AirExcel Compact won’t power on and I can see a foam piece coming out from behind the Hepa filter that wasn't there before.

Also once I opened unit up to see if I could fix anything simple…there was a black shiny metallic color dust all over my hands

My question is whether this is fixable ??

How to fix this??
