iPod wont work. Stuck in locked. Wont restore. Formatting doesnt work.

It will not start up. I have tried formatting it in NTFC, FAT32, Nothing. I have tried restoring it using a mac, nothing. It always goes to an apple logo, a static screen, reboots to recovery mode. Please help.
