Charger light blinks when plugged in but won't power on

I have a HP ProBook 6440b that won’t turn on. The charger LED blinks but the laptop will not turn on with or without the battery. I’m sure the battery is completely dead, but I don’t think that would prevent it from powering on. Does anyone know how to fix this?

Take out the battery, unplug the power adapter and press and hold the power button for 30 seconds.

Release and plug in the power adapter, only. Does it work now? “Yes” then a dead battery - replace.

Dead or almost dead batteries can cause problems.

For reference:

Battery and Power LED’s

Battery light

● Amber: A battery is charging.
● Turquoise: A battery is close to full charge capacity.
● Blinking amber: A battery that is the only available power
source has reached a low battery level. When the battery
reaches a critical battery level, the battery light begins blinking
rapidly.
● Off: If the computer is plugged into an external power source,
the light turns off when all batteries in the computer are fully
charged. If the computer is not plugged into an external power
source, the light stays off until the battery reaches a low
battery level.

 Power Light

● On: the computer is on.

● Blinking: laptop is in Sleep Mode

● Off: in hibernation or simply off.

Just to add that if it still won't start after the 30 second power refresh described above, open the laptop and remove the RTC battery and perform the refresh again. Use the service manual link provided by @aactech to view the steps to remove the RTC battery.

After pressing the Power On button for 30 seconds, reconnect the RTC battery, reassemble the laptop, reinsert the battery, reconnect the charger and see if it turns on.

If this helps anyone, just had an elitebook 850 continously flashing. Tried all fixes etc nothing, turned out the the power supply was a 3.5 amp one instead of the smaller 2.5 amp ish one. Changed to a lower amp hp charger and all errors went.
