Lawrence,
This is definitely a belt or alternator issue. My guess would be the belt. The belt slips at the alternator, causing the squealing and the voltage drop.
First, check your belt tension. If the belt is too loose, it will slip and you will have the symptoms that you are getting. If the tension checks out, remove the belt and inspect it. If it's old, worn, cracked, or fraying, you need to replace it. Regardless of belt health, give your alternator pulley a few turns too. Check to see if the bearings seem to be grinding or binding. If the alternator bearings or going bad, they could cause premature belt wear. In this case I would recommend replacing the belt and the alternator.
My bet is that your belt is just old and worn, but doing all of the checks will help make sure you don't pass up any other possible causes! Hope this helps, good luck.

My 2004 Grand Caravan does the same exact thing if I slam it through a puddle on the right side (transverse mounted engine). But as Phillip said, the belt slips on the alternator causing this issue.
