Horizontal lines on certain colors on TV
I have a Toshiba 50UL2063DG Android TV, and it was working fine until lines started appearing on the TV, these were basically unnoticeable at first, but a while later, they started getting worse to the point where the lines would start flashing. This covers a large part of the display. Right after turning on, the TV is fine with just a few lines, but after just a few minutes, the lines cover most of the screen and flash. I have done some research and suspect a T-Con board problem, but I'm not sure.

Electric Shock, it won‘t be the T-con board. Horizontal lines are never caused by the t-con board. They are usually caused by a bad panel LCD driver board and sometimes by a bad main board ( not thin lines like on yours). Let‘s see if we can find out more about your specific TV. Start by checking the ribbon cables for tears and corrosion.

@oldturkey03 Thanks for the quick reply. I have actually been struggling to find much about this specific TV, but anyways I have checked every ribbon cable, between the main board and the T-Con, between the T-Con and the LCD drivers, and between the drivers and the LCD. There are no tears, no corrosion and no damage at all.

My Toshiba tv model 50UL2063DB has the same flashing horizontal lines issues after less than two years’ usage. Before then it was working perfectly fine.
