Can I transplant the internal part of the ps4 into a small tower case or something similar and get bigger fans to reduce noise and make it cooler

You COULD nuke your house to deal with a rat. But wouldn't it be easier to just catch the rat?
The thermal pads Sony shipped the PS4s out with were small and lackluster. This is your best bet for cooling off your console. Also, if it's been too long since your last maintenance, it would need for its fan and heatsink to be cleaned out, as well as fresh thermal paste.
