It's a strip of padded conductive tape. Step 7 of the Teardown shows you where it goes.

It is hard to tell from that photo, but I will guess that it is a grounding/electrical noise strap. It looks (to me) like the strips computer makers use to reduce EMF noise. So, the ipad may work properly but it may not meet FCC requirements.
