Starts charging only after about 10 seconds, why?

Once plugged, won't start charging right away. Will only start after like 10 seconds, everytime. Phone is only 5 months old, was charging normally but happened like 1 month ago. Is the sub-board dying?

2, Also i have an app (FONGO voip) that closes down (5/10 times) when i needed to charge for a long time. Is there a setting for it or is this related to the previous issue? Charging sound will play whenever this happened during charging and then if i verified the phone, the app is closed.
